He said the top six floors of the building collapsed and that the rest of the construction is still "very unstable".

It is not exactly known how the building partially collapsed but Nola.com reports that 18 people have been taken to the hospital in unknown condition.

The city's fire department received a call about the collapse just after 9 a.m. Police and emergency medical services also responded. The building had been under construction for several months.

Three people are reportedly still missing and are going to be searched for using drones and dogs.

"The building is unstable so a collapse is still possible - further collapse of the building", McConnell said. An unsupported crane was listing away from the building site.

"It is unsupported and very risky", McConnell said.

Crews had been hoisting and installing a rooftop pool this week, local affiliate FOX 8 reported.

The hotel is located at the corner of Canal and North Rampart Streets.

Construction plans for the 350-room hotel include a 12,000 square foot event space, two ballrooms and a residential space, according to a news release. The governor had reportedly been campaigning in New Orleans when the incident happened.

"There was an obvious structural failure", said Duplessis. "We're praying for the individuals who remain unaccounted for".
