Pompeo sought to alleviate some of the concern but made clear the US would respond to attacks. That followed the cancellation of talks planned for Paris during November 11 commemorations for the centenary of the end of the First World War.

"I urged Russian Federation to reach out to Ukraine's new president [Volodymyr Zelensky] to demonstrate leadership by taking step towards breaking the stalemate", he said.

"If Russia engaged in that in 2020, it would put our relationship in an even worse place than it has been".

Now, with the investigation closed by special counsel Robert Mueller into Russian election interference, both the White House and the Kremlin see a new opportunity to reset ties. Putin denied any collusion between his government and the current USA administration.

"We see that there are suspicions and prejudices", Lavrov told Pompeo at the start of their talks.

The two sides described the talks as "frank, " saying that they wanted to improve relations strained for years over the conflicts in Syria and Ukraine and more recently over strategic arms control and USA efforts to oust Venezuelan leader Nicolas Maduro.

Russian Federation and America on Tuesday agreed to seek better relations and ease tensions, even as they clashed on issues ranging from Iran and Venezuela to alleged Kremlin meddling in US elections. "For our part, we have repeatedly said that we would also like to restore full-format relations".

Pompeo was the highest-ranking American to see Putin since July when the Russian leader met in Helsinki with Trump - who shocked the United States establishment by seeming to take at face value Putin's denials of election interference.

Trump on Monday said he planned to meet Putin on the sidelines of the forthcoming meeting of the G20 nations, but the Kremlin said it had not yet received any formal request from Washington for such a meeting.
