Hundreds of millions of pounds allocated to improve mental health services for children may not have been spent as intended and could have been used elsewhere, Whitehall's spending watchdog has concluded.

An official audit on one day in March this year revealed that almost 500 people were detained under the Mental Health Act in Lancashire Care NHS Foundation Trust.
