A man was arrested for harassing a woman wearing a shirt with a Puerto Rican flag - and a police officer is being investigated for not intervening.

Video of the June 14 incident at an undisclosed Cook County Forest Preserve has since gone viral, garnering more than 1 million views on Facebook alone.

The video shows a man angrily approaching a woman who is filming him as he yells "You're not gonna change us" while a nearby police officer stands by his vehicle and looks away as the distressed woman calls out for help. "My point is, why are you wearing that?" he says, pointing at her. "Why are you wearing that?"

Irizzary was wearing a shirt made to look like the Puerto Rico flag, with the words "Puerto Rico" written on the top. He also said, "You're not going to change us".

"Are you a citizen?"

'I'm an American citizen.I'm not trying to change anyone, I just came here for a birthday party, ' Irizzary tells him as he gets in her face. "I would like to know is she an American citizen?" Like, this guy's just walking up to me. The June incident, which the governor of Puerto Rico said "appalled, shocked, and disturbed" him, spread shock on social media.

A then-unidenfied man, pictured, was shown harassing the woman, questioning her citizenship. "Please, officer", the woman can be heard saying. I do not feel comfortable with him here, is there anything you can do?

The woman said she tried to get the officer to step in, but he didn't respond immediately to her pleas for help.

That's when the officer finally speaks up, telling the brother to "relax". "I'm troubled by the response of the initial officer at the scene".

"As you can see, the police are not even - he's not even grabbing him", Irizarry said.

The female officer then interviews Irizzary, who tells her that the first officer on the scene stood "watching the whole thing happen".

On Tuesday, the Forest Preserves of Cook County posted to Facebook that the man was charged with assault and disorderly conduct. The investigation is ongoing and the officer involved has been assigned to desk duty pending the outcome.

Puerto Rico Governor Ricardo Rossello saw the video and also condemned it. "We will be looking into this incident as our offices in DC are in contact with local and state authorities, demanding that this officer be expelled from the police force". "He failed to de-escalate the situation and therefore did not ensure a citizen's safety". He added, "The United States of America is a nation that was built and thrives on diversity".

'We can not allow those who do not understand America's greatness to terrorize people due to their background.

"There's a culture of bigotry & hate that's been condoned in United States, which now feels unleashed to express itself in the most ugly & aggressive ways", Gutiérrez tweeted.
