France has admitted 635 migrants under the terms of the plan, according to European Union figures. These rules prescribe that demands of asylum be managed by countries where plaintiffs have first set foot in Europe.

France also said it was willing to take in migrants from the Aquarius after they arrive in Spain if they "meet the criteria for asylum".

Citing witness statements, Oxfam accused French police of repeatedly withholding food, water and blankets from underage refugees who crossed the border into France from the Italian town of Ventimiglia, where some 16,500 refugees now live.

"I have already shared a fundamental idea with the Germans and the Austrians - that of defending external borders with men and money, including the Mediterranean", he said.

The migrants who were rescued last Saturday remained at sea on Friday.

The row between Paris and Rome over the fate of the Aquarius, a ship with more than 600 migrants aboard, including women and children, drew in Pope Francis and sewed division across Europe, straining German Chancellor Angela Merkel's fragile coalition.

The U.S. Sixth Fleet said it was coordinating with its partners on where the migrants will go next. Macron accused the new Italian government of "cynicism" and "irresponsible" behavior.

"Germany also has a head of government".

France's Foreign Ministry responded by saying that it is "perfectly aware" of the pressure on Italy as it copes with an influx of migrants from Africa, adding it is "committed to cooperation and dialogue" with Rome.

Macron said on Friday that he was wary of Kurz's use of the word "axis", a term fascist Italy and Nazi Germany used to describe their alliance during World War II. Conte's office refused to confirm the report.

Macron's office said Thursday that the two leaders had spoken by telephone, and that "none of his comments were meant to offend Italy and the Italian people".
