The president said it was "high time" Bulgaria and Romania joined the Schengen area - a move that would grant citizens freedom of movement within the bloc. "Europe will defend its strategic interests with an EU framework for investment screening", Juncker said in his annual State of the Union speech to the European Parliament in Strasbourg.

"Accession candidates must give the rule of law, justice and fundamental rights utmost priority".

In the European Union's equivalent of a US president's State of the Union address, Juncker presented proposals for an investment screening framework. The reforms linked to the tighter integration and averting a so-called two-speed Europe.

Juncker said he would always deeply lament the UK's decision to leave the EU.

The early conclusion of a deal between the European Union and Australia and New Zealand would leave the United Kingdom playing catch-up in developing its trade ties, despite Theresa May's claim that Brexit "was the moment we chose to build a truly Global Britain".

"Both sides settled on the date after discussions between senior officials in recognition that more time for consultation would give negotiators the flexibility to make progress in the September round".

The bill was prompted by mounting concern that Britain could fail to reach at least a transitional trade deal with the European Union before its scheduled departure from the bloc less than two years from now, Reuters reported. We will move on.

European Commission President Jean-Claude Juncker, in a flagship speech Wednesday, declared the "wind is back in Europe's sails" after last year's shock Brexit vote, an act he insisted Britain would regret.

"Stop calling our member states and members of governments fascists and Nazis".

"We will not miss any opportunity to step in".

It calls for the protection of "the environmental integrity of the European Union emission trading system" in response to worries that Britain could fail to reach at least a transitional trade deal with the European Union before its scheduled exit in March 2019. "Let us make the most of the momentum, catch the wind in our sails".

Mr Juncker called for the roles of the president of the European Commission and the president of the European Council to be merged in future.

Any changes would also have to be agreed by EU member states and the European Commission.

A senior European Union source said it was an "old, rather wide-ranging idea" that would require a change to the EU's treaties.

To vote down the bill, Labour would need to convince EU supporters in the governing Conservatives to side with them, but some more vocal pro-EU Conservative lawmakers have said they will vote with the government after asking for reassurance that parliament will be able to scrutinize any changes to the law.
