And China has responded to the president's threats by putting both the DPRK and the US on notice: If North Korea strikes first it can not count on China's help to defend it, but if the USA tries a pre-emptive attack, all bets are off.

When reports of the potential trade investigation first emerged more than a week ago, China's Commerce Ministry stressed the importance of U.S. Yun and North Korean diplomat Pak Song II negotiated the release of imprisoned American college student Otto Warmbier in June.

It continued, "If the Trump administration does not want the American empire to meet its tragic doom in its tenure, they had better talk and act properly". Earlier in the week, he had threatened to unleash "fire and fury" on North Korea.

French President Emmanuel Macron has called on all sides in the North Korean nuclear crisis to act responsibly "to prevent any escalation of tensions" after a days-long war of words between Washington and Pyongyang.

On Thursday, Defense Secretary James Mattis praised Tillerson's diplomatic efforts to contain North Korea, saying they were working and that they remain the favored means for solving the crisis. North Korea issues threats all the time and has been doing so for decades. These types of talks are often used to manage hard diplomatic situations and while they don't involve current representatives of the U.S. government or the ruling administration, they establish lines of communication through think tank experts and former officials.

The decision will not only take action against alleged Chinese violations of US companies' intellectual property rights, but could also be perceived as an attempt by the USA government to crank up the pressure on Beijing to rein in North Korea.

Trump tweeted Friday that U.S. military solutions on North Korea are "locked and loaded". "I don't think we are there yet". Kim Jong Un's bellicose threats (that he would "blow the US from this planet", and other such claims) upped the ante, but should the president be responding in kind? "I hope he will listen to them, and I hope their cooler heads will prevail". If he keeps this up, he's inviting those within his own administration and party to consider whether it's time to invoke the 25th Amendment's provision for his removal: "Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President".

"The United States government can, and does, work with countries to address serious concerns such as North Korea while also pursuing measures to address economic concerns, such as the theft of U.S. intellectual property", a U.S. National Security Council official said.

They included Mr Warmbier, who was imprisoned for stealing a propaganda poster and only allowed to return to the USA in June - in an unconscious state.
